Saying "my mind is too busy to meditate" is akin to suggesting that you're too out of shape to use a treadmill.
Meditation is the means, not the end. It's like gym equipment for shaping up the mind, so it feels less busy in the moments when you could use a little more clarity.
If it's any consolation, I've been active in the meditation space for 15 years, and I've never once come across someone who, when asked about meditation, responded, "Meditation? Why, my mind is so calm and peaceful, I'd be perfect for meditation."
